Abstract
This paper examines the issues raised since the Construction
(Design and Management) CDM regulations 1994 came into
force, and how they may be addressed using Electronic
Document Conferencing (EDC). The CDM regulations are
aimed at safer design, construction and maintenance of
building projects. The responsibility for health and safety
has now been extended from the contractor to include the
other members of the project team. The new roles and
responsibilities of the different members are statutorily
binding, with the prospect of a criminal conviction in the
event of none compliance. Now over one year into its
enforcement, two key issues have emerged from the findings
of a review survey . These are the urgent need for proper
guidance and training to ensure the correct understanding and
implementation of the regulations. Electronic Document
Conferencing is put forward as a solution that would
facilitate the acquisition of deficient skills and knowledge,
and the sharing of expertise through the on-line computer
linking of the different team members. The incorporation of
expert systems technology is demonstrated as invaluable in
addressing some of the issues raised.
